I appreciate your replies. Yes. It will be a controversial hardfork and Bitcoin will be split into two if this kind of proposal gains a certain level of support.
I wanted know if you have any soft-forkable idea to address the security budget problem. The only idea I could come up with is introducing a floor fee.
