An overview of the cluster mempool proposal

As a post-processing kind of step, the replacing chunk would have had to pay total/incremental for evicting the things being re-added, so this seems relatively conservative.

Even better is if we could cheaply compute a small subset of items(ordered by increasing CFR?) that we could remove to make the new chunk fit. This would allow the evict-er to pay less in fees, but also might stray into computationally dubious territory.
