If by “simple transactions” N-inputs 2-outputs all using a single signature to sign each input, then I’m not completely sure why those transactions are the correct ones to prioritize.

Not to prioritize but make equal to other transactions. Why would such a transaction remain at disadvantage?

Actually, the simple transactions are treated worse than others as a result of the price discrimination.
