It’s certainly a stronger measure to slow-block attacks. But it would also significantly change behaviour in a non-attack scenario. E.g. single confirmation would be a lot less safe.

The problem you may have here is making a clear distinction between attack and not attack. If the script is inherently an attack, then why not soft fork it out?
