As discussed during a Lightning Spec meeting last year, the above PR more accurately belongs in the BLIPs repo. While doing this migration, I expanded on the wire format laid out in Specification and made significant revisions to the Motivation and Rationale sections. This includes addressing potential concerns and comparisons to related work, such as Trampoline (@t-bast ) and Probabilistic Pathfinding (@renepickhardt ).
