The CTV (or OP_TEMPLATEHASH) style of covenant is indeed not well suited for direct address publication, but rather within more complex script constructions like those used in Arks or OP_CHECKCONTRACTVERIFY (CCV) vaults.
Now that BIP443 is published, I think it would be prudent to add it to the LNHANCE and THIKCS/FISHSTICK opcode combination proposals to move away from the idea of using CTV scriptPubKeys directly for vaulting or similar use cases. With CCV, these proposals would closely match @jamesob ‘s previous work on the CovTools soft fork in capability.
