I believe the conservative order of deployment to be: (a) deploy the dyn comm thing (b) restrict max_accepted_htlcs on all channels to fit V3 via the dyn comm thing (c) update to limited V3 package size all channels txn. And other specs shenanigans like max number of anchor outputs or scriptpubkey types changing commitment size.
