I think, given the timing, that’s far more likely to be due to miners including significant numbers of sub-1sat/vb transactions in blocks, which affects all nodes that haven’t either changed their default configuration or updated to v29.1 (or later). I think that impacted a majority of both nodes and blocks over most of that timeframe, so an observable impact seems expected.
