Stats on compact block reconstructions

2 reasons I was interested in the results with other nodes:

  1. Greg Maxwell shared that compact block relay was still affected when running with new minrelaytxfee because of peers: https://github.com/bitcoin/bitcoin/pull/33106#issuecomment-3169815863

  2. nico node is running knots in which blockreconstructionextratxnsize is added in v29.1 with 10 MB default and blockreconstructionextratxn limit is increased to 32768 transactions.

There may be other reasons for changes in compact block relay stats that I am unaware of.
